42 U.S.C. § 300u–2 — Grants and contracts for community health programs

(a) Authority of Secretary; particular activities: The Secretary may fund, by grant or contract, new and innovative programs in health information, health promotion, preventive health services, and education on using health care wisely — and may encourage others to fund them too. Specifically, the Secretary may: (1) support demonstration and training programs that (A) run in hospitals, outpatient clinics, home care settings, schools, day care programs, and other settings covering a broad cross-section of people, including public education by voluntary health agencies, professional medical societies, and other nonprofit health groups; (B) aim at measurable goals; and (C) focus on preventing or easing illness or accidents that people can control through knowledge and behavior; (2) give advice and technical help to groups planning, running, or evaluating such programs; (3) develop health information and health promotion materials and teaching programs, including (A) model curricula for training health educators and professionals at medical, dental, nursing, and public health schools; (B) model curricula for elementary, secondary, and higher-education institutions; (C) materials for the continuing education of health professionals on educating their patients; (D) materials for public use through print and broadcast media; and (E) materials and programs to help providers educate their patients; and (4) support demonstration and evaluation programs for self-help programs that help people use their own abilities to manage health problems, including obesity, high blood pressure, and diabetes. (b) Grants to States and other public and nonprofit private entities: The Secretary may give grants to states and other public or nonprofit groups to help cover the costs of demonstrating and evaluating programs that give the public information about health care costs and quality, or about health insurance and prepaid health plans, or both. Once models for that information are built under section 300u–3(4) and (5), no grant may fund a program unless it follows one of those models. (c) Private nonprofit entities; limitation on amount of grant or contract: The Secretary may fund, by grant or contract, private nonprofit groups working in health information, health promotion, preventive health services, and education on using health care wisely. For any fiscal year after September 30, 1978, a group's grant or contract cannot exceed 25 percent of what it spends that year on those activities.
