Congress authorized about $1.9 billion a year for fiscal years 2023 through 2027 for substance abuse grants and related programs. The Secretary must set aside 5% for technical assistance, data collection, and evaluations, and States getting new data grants must report a standard set of data.

(a) Authorization of appropriations — Congress authorized $1,908,079,000 for each fiscal year from 2023 through 2027, to pay for this subpart, subpart III, the substance-use-disorder work under section 290aa–4(d), and section 290bb–21(d). (b) Allocations for technical assistance, national data base, data collection, and program evaluations — (1) In general. Each year, the Secretary must set aside 5 percent of that appropriation. This pays for: technical assistance under section 300x–58(a) related to substance use disorders; the work required by section 290bb–21(d); carrying out sections 290aa–4(d) and 300y as they relate to substance use disorders; and evaluating authorized activities to find ways to make them more available and better. (2) Activities of Center for Substance Abuse Prevention. Of the money set aside in paragraph (1), the Secretary — through the Director of the Center for Substance Abuse Prevention — must set aside 20 percent for evaluations, for technical assistance related to prevention, and for the section 290bb–21(d) work. (3) Core data set. A State that gets a new grant, contract, or cooperative agreement from this money — to improve how it collects, analyzes, and reports data — must, as a condition of taking the money, collect, analyze, and report a standard "core data set" to the Secretary every year after that, with the data set defined jointly by the Secretary and the States.
