The Secretary must coordinate federal policies and programs that prevent teen pregnancy or care for pregnant teens. This includes requiring grantee reports on obstacles, giving technical help to State and local recipients, reviewing federal programs for consistency, and favoring coordinated grant applications. Grant recipients serving the same area must also coordinate their activities with each other.

(a) The Secretary must coordinate federal policies and programs relating to preventing adolescent sexual relations and initial and recurrent adolescent pregnancies, and to caring for pregnant adolescents. To achieve this coordination, the Secretary must (1) require grantees to periodically report on federal, State, and local policies and programs that interfere with delivering or coordinating pregnancy prevention services and care programs; (2) provide technical assistance to help State and local recipients of federal assistance coordinate; (3) review all Department of Health and Human Services programs providing prevention or care services to check whether their policies are consistent with this subchapter's policies, consult with other federal departments and agencies running similar programs, and encourage them to recommend legislative changes so government programs together support more comprehensive prevention services and care programs; (4) give priority in funding, where appropriate, to applicants using single or coordinated grant applications for multiple programs; and (5) give priority, where appropriate, to funding under other federal programs the Secretary administers for projects providing comprehensive prevention services and comprehensive care programs for pregnant adolescents and adolescent parents. (b) Any recipient of a grant for a demonstration project for services under this subchapter must coordinate its activities with any other recipient of such a grant located in the same locality.
