This section allows the Assistant Secretary to require grant or contract recipients to contribute money, facilities, or services. It also sets payment methods and requires consultation with a State agency in States that have one for subchapter III.

(a) Contributions. When the Assistant Secretary decides a contribution is appropriate, the Assistant Secretary must require a recipient of a grant or contract under this subchapter to contribute money, facilities, or services to carry out the project.
(b) Payments. Payments may be made in advance or as reimbursement, in installments and under conditions the Assistant Secretary sets. For grants, payments may be adjusted for earlier overpayments or underpayments.
(c) Consultation. In a State that has established or designated a State agency for subchapter III, the Assistant Secretary may not make a grant or contract under this subchapter unless the Assistant Secretary (1) consults that agency before issuing it and (2) tells the agency the grant or contract’s purposes when it is issued.
