The Secretary of the Interior must report to Congress within one year after August 4, 1977, on how the Federal Government organizes leasing operations and any needed reorganization recommendations.
The Secretary* of the Interior must submit to the Congress by one year after August 4, 1977 , a report on the organization of the leasing operations of the Federal Government, together with any recommendations for reorganizing such functions may consider necessary or appropriate.
