When an appropriation Act authorizes it, the Secretary may transfer funds between Department appropriations in a fiscal year. No appropriation may be increased or decreased by more than 5 percent.
The Secretary*, when authorized in an appropriation Act, in any fiscal year, may transfer funds from one appropriation to another within the Department, except that no appropriation must be either increased or decreased under this section by more than 5 percent of the appropriation for such fiscal year.
