Congress authorized $10,000,000 for this part in fiscal year 1981. Any leftover amount up to $10,000,000 carries over as funding for fiscal year 1982, and the money doesn't expire.

(a) Authorization of appropriations: Congress authorized two amounts to carry out this part: (1) $10,000,000 for the fiscal year ending September 30, 1981; and (2) for the fiscal year ending September 30, 1982, whatever amount equals $10,000,000 minus however much was actually appropriated for fiscal year 1981 under this section. (b) Availability: Any money appropriated under this section stays available to spend until it is used up — it does not expire at the end of the fiscal year.
