42 U.S.C. § 8251Findings

Congress found that the federal government uses more energy than anyone else in the country. Saving energy could cost little because private investors can help pay for it. Using less energy would cut government costs and reliance on foreign energy.

Congress made five findings in this section: (1) The federal government is the single largest energy consumer in the United States. (2) Meeting the federal government's energy needs costs a lot of money. (3) The federal government has big chances to conserve energy and use it more efficiently — through better operations and maintenance, new energy-efficient technology, and smarter building design and construction. (4) Federal energy conservation projects can be paid for with little or no cost to the government, by using private investment money made available through contracts allowed under subchapter VII of this chapter. (5) If the federal government became more energy efficient, the whole country would benefit — government would cost less to run, the country would depend less on foreign energy, and it would show everyone the benefits of using energy more efficiently.
