Congress let the government spend up to $100 million through fiscal year 1980 for this program. The Secretary could move that money to other federal agencies. The money could only be used for the goal in section 8243(a)(3).
Congress authorized spending money on this program through the fiscal year that ended September 30, 1980. The total could not go over $100,000,000. The Secretary* could transfer this money to any federal agency, but only as much as needed to carry out the purpose described in section 8243(a)(3) of this title.
There are authorized to be appropriated to the Secretary* through fiscal year ending September 30, 1980, to carry out the purposes of this part not to exceed $100,000,000. Funds so appropriated may be transferred by the Secretary to any Federal agency to the extent necessary to carry out the purposes of section 8243(a)(3) of this title.
