Agencies must set rules to make contractors improve energy efficiency. These rules apply to contractors who run federally owned facilities. The goal is to lower the energy costs the federal government ends up paying.
(a) Establishment of criteria — Each agency*, working with the Federal Acquisition Regulatory Council, must create criteria for improving energy efficiency at federal facilities run by government contractors or subcontractors.
(b) Purpose of criteria — These criteria are meant to push federal contractors and subcontractors who manage and run federally-owned facilities to adopt energy conservation measures* that cut energy costs — costs that, in the end, the federal government pays for.
Each agency*, in consultation with the Federal Acquisition Regulatory Council, shall establish criteria for the improvement of energy efficiency in Federal facilities operated by Federal Government contractors or subcontractors.
The criteria established under subsection (a) shall be used to encourage Federal contractors, and their subcontractors, which manage and operate federally-owned facilities, to adopt and utilize energy conservation measures* designed to reduce energy costs in Government-owned and contractor-operated facilities and which are ultimately borne by the Federal Government.
