This law sets the timeline for carrying out the comprehensive plan created under section 8903. The plan must follow specific program goals and management rules, and needs yearly funding through appropriations. This section does not create or change any agency's regulatory authority.
(a) The comprehensive plan — once submitted in final form under section 8903(c)(3) — must be carried out over the nine fiscal years that follow the year it was submitted. Within that: (1) it must be carried out consistent with, and must meet the program goals listed in, paragraphs (1) through (11) of section 8903(b); (2) it must be managed consistent with paragraphs (12) through (14) of that same section; and (3) it must be funded through yearly appropriations, which depend on yearly authorizations under section 8905 — and those authorizations can only happen after the Task Force's progress report, required by section 8903(e), is submitted, which must happen by January 15 of the calendar year the relevant fiscal year begins.
(b) Nothing in this subchapter gives any agency new regulatory power, or limits, expands, or otherwise changes any regulatory authority that already exists under other law, or creates new criteria, standards, or requirements for regulation under existing law.
The comprehensive plan shall be carried out during the nine fiscal years following the fiscal year in which the comprehensive plan is submitted in its final form under section 8903(c)(3) of this title; and—
shall be carried out in accord with, and meet the program objectives specified in, paragraphs (1) through (11) of section 8903(b) of this title;
shall be managed in accord with paragraphs (12) through (14) of such section; and
shall be funded by annual appropriations, subject to annual authorizations which shall be made for each fiscal year of the program (as provided in section 8905 of this title) after the submission of the Task Force progress report which under section 8903(e) of this title is required to be submitted by January 15 of the calendar year in which such fiscal year begins.
Nothing in this subchapter shall be deemed to grant any new regulatory authority or to limit, expand, or otherwise modify any regulatory authority under existing law, or to establish new criteria, standards, or requirements for regulation under existing law.
