This law provides money to fund a national plan. It allowed $5,000,000 for fiscal year 1981 to set up a Task Force and build a comprehensive plan. It also caps total funding for the plan's next nine years at $45,000,000, unless Congress raises the cap.

(a) To set up the Task Force and build the comprehensive plan under section 8903, this law authorizes $5,000,000 to be appropriated to the National Oceanic and Atmospheric Administration for fiscal year 1981, staying available until it is spent. (b) For the nine fiscal years that follow the year the comprehensive plan is submitted in final form (under section 8903(c)(3)) — to carry out the ten-year program set up by section 8902(a) and put the comprehensive plan (under sections 8903 and 8904) into action — money must be authorized each year in future authorization laws. But the total amount authorized for all nine years together cannot go over $45,000,000, unless a later authorization law specifically raises that cap by referring back to this subsection.
