42 U.S.C. § 9168 — Report to Congress on promotion and enhancement of export potential of ocean thermal energy conversion components, facilities, and plantships

Within 18 months after November 8, 1984, the Administrator^* must submit to the President of the Senate and the Speaker of the House a report describing steps the United States is taking and plans to take to promote and improve the export potential of ocean thermal energy conversion components, facilities, and plantships made by United States industry. The report must include (1) relevant views of NOAA, the International Trade Administration, Maritime Administration, Department of Energy, Small Business Administration, United States International Development Cooperative Agency, Office of the Special Trade Representative, and other relevant agencies; (2) findings from the Administrator’s studies for this section; (3) a summary of activities, including consultations with ocean thermal energy conversion and financial-industry representatives; and (4) recommendations for changes to this chapter or other Acts that the Administrator considers appropriate to better promote those exports.
