The Interior Secretary can take any actions and write any rules needed to carry out sections 424 to 424e. This gives him broad authority to implement this group of unproductive-lands laws.
The Secretary of the Interior is authorized to do whatever acts, and make whatever rules and regulations, are necessary and proper to carry out the purposes of sections 424 through 424e of this title.
The Secretary of the Interior is authorized to perform any and all acts and to make all rules and regulations necessary and proper for carrying out the purposes of sections 424 to 424e of this title.
