Congress authorized appropriations for this subchapter up to a total of $242,000,000. The $77,000,000 amount for the uprating and visitor-facilities programs may be adjusted for ordinary construction-cost changes.
Money may be appropriated from time to time from Treasury funds not otherwise appropriated to carry out this subchapter, but total appropriations may not exceed $242,000,000. Of that total, $77,000,000, measured at October 1983 price levels, may be adjusted up or down by amounts justified by ordinary construction-cost changes shown by applicable engineering cost indexes. That $77,000,000 is the additional amount needed for the uprating program and visitor-facilities program.
There is authorized to be appropriated from time to time, out of any money in the Treasury not otherwise appropriated, such sums of money as may be necessary to carry out the purposes of this subchapter, not exceeding in the aggregate $242,000,000, of which $77,000,000 (October 1983 price levels) shall be adjusted plus or minus such amounts as may be justified by reason of ordinary fluctuations of construction costs as indicated by engineering cost indices applicable to the type of construction involved herein. Said $77,000,000 represents the additional amount required for the uprating program and the visitor facilities program.
