submitted 58 years ago by Pub. L. 90-620 to r/title-44-PUBLIC-PRINTING-AND-DOCUMENTS · 471 words · no verdicts yet
This section establishes the Administrative Committee of the Federal Register and assigns its members and duties. It requires the committee to prescribe regulations, with the President's or the President's designee's approval, covering publication, submissions, distribution, prices, public comments, and special editions. It also limits when the Government Publishing Office may give Members of Congress and other United States offices free printed copies.
(a) Composition; Duties. The Administrative Committee of the Federal Register must include the Archivist of the United States or Acting Archivist, who chairs the committee; an officer of the Department of Justice chosen by the Attorney General; and the Director or Acting Director of the Government Publishing Office. The Director of the Federal Register serves as the committee's secretary. With the approval of the President or the President's designee, the committee must issue regulations for carrying out this chapter. The section does not define "regulations." Those regulations must cover at least these matters:
(1) Which documents section 1505(b) authorizes for publication in the Federal Register.
(2) The way the Federal Register is published, including its format.
(3) The way agencies submit documents for publication in the Federal Register and in special editions of the Federal Register.
(4) Subject to subsection (b), how copies are distributed to Members of Congress, United States officers and employees, or a Federal agency for official use, and how many copies are available for distribution to the public.
(5) The prices for individual copies and subscriptions to the Federal Register, and for its reprints and bound volumes.
(6) The way and format through which the Federal Register may receive information and comments from the public, when doing so is practicable and efficient.
(7) Special editions of the Federal Register.
(b) Restrictions on Distribution of Free Printed Copies to Members of Congress and Officers and Employees of the United States.
(1) Prohibiting subscription to printed copies without request. Under the regulations made to carry out subsection (a)(4), the Director of the Government Publishing Office may not give a Member of Congress or any other United States office a printed copy of the Federal Register for free during a year unless one of these conditions applies:
(A) The Member or office asks for a printed copy of a particular issue of the Federal Register; or
(B) During that year or the previous year, the Member or office asked for a subscription to printed copies of the Federal Register for that year, as described in paragraph (2).
(2) Administration of subscriptions. The regulations made to carry out subsection (a)(4) must include:
(A) Rules about notifying offices of Members of Congress and other United States offices about the restrictions in paragraph (1);
(B) Rules describing how Members and other offices may ask for a particular issue of the Federal Register under paragraph (1)(A); and
(C) Rules describing how Members and other offices may ask for a Federal Register subscription under paragraph (1)(B). The subscription period may not be longer than one year.
The Administrative Committee of the Federal Register shall consist of the Archivist of the United States or Acting Archivist, who shall chair the committee, an officer of the Department of Justice designated by the Attorney General, and the Director of the Government Publishing Office or Acting Director of the Government Publishing Office. The Director of the Federal Register shall act as secretary of the committee. The prices to be charged for individual copies of, and subscriptions to, the Federal Register and any reprints and bound volumes of it.
The manner and form by which the Federal Register may receive information and comments from the public, if practicable and efficient.
Special editions of the Federal Register.
Under the regulations prescribed to carry out subsection (a)(4), the Director of the Government Publishing Office may not provide a printed copy of the Federal Register without charge to any Member of Congress or any other office of the United States during a year unless—
the Member or office requests a printed copy of a specific issue of the Federal Register; or
