The Director of the Government Publishing Office must hire workers who are genuinely skilled in their trade. Each worker's skill is proven through a trial the Director oversees. This applies to their respective branches of industry.
The Director of the Government Publishing Office must hire workers who are thoroughly skilled in their trade. Their skill must be shown through a trial that the Director directs.
The Director of the Government Publishing Office shall employ workmen who are thoroughly skilled in their respective branches of industry, as shown by trial of their skill under the direction of the Director.
