If the Government Publishing Office can't handle certain printing, binding, or blank-book work itself, its Director can have that work done elsewhere instead. Any outside contract for this work needs approval from the Joint Committee on Printing.
When the Director of the Government Publishing Office isn't able to do — or doesn't have the equipment to do — printing, binding, or blank-book work that is authorized by law, the Director may have it produced somewhere else. This requires a contract the Director makes, with the approval of the Joint Committee on Printing.
Printing, binding, and blank-book work authorized by law, which the Director of the Government Publishing Office is not able or equipped to do at the Government Publishing Office, may be produced elsewhere under contracts made by him with the approval of the Joint Committee on Printing.
