The Government Publishing Office must check every paper and envelope delivery against the Joint Committee on Printing's quality standard. It can't accept anything that fails to match. The Committee may accept a nonconforming lot instead, but only at a discount.
This section requires quality checks on paper the government buys.
The Director of the Government Publishing Office must compare every lot of paper and envelopes a contractor delivers against the standard of quality the Joint Committee on Printing fixed. If a lot doesn't conform to that standard in every particular, the Director may not accept it.
There's an exception: the Committee itself may accept a nonconforming lot of delivered paper or envelopes anyway, but only at a discount — a price reduction that, in the Committee's opinion, is enough to protect the government's interests.
The Director of the Government Publishing Office shall compare every lot of paper and envelopes delivered by a contractor with the standard of quality fixed upon by the Joint Committee on Printing, and may not accept paper or envelopes which do not conform to it in every particular. A lot of delivered paper or envelopes which does not conform to the standard of quality may be accepted by the Committee at a discount that in its opinion is sufficient to protect the interests of the Government.
