Allows open-market paper purchases when the amount is too small or the need too urgent for advertised bids.
The Joint Committee on Printing may authorize the Director to buy paper in the open market when the quantity is too small or the need too immediate to justify advertising for proposals.
The Joint Committee on Printing may authorize the Director of the Government Publishing Office to purchase paper in open market when they consider the quantity required so small or the want so immediate as not to justify advertisement for proposals.
