This section determines which congressional printing appropriation pays for a document or report ordered by Congress. If the cost cannot properly be charged to another appropriation or allotment, the cost must be charged to Congress’s allotment for printing and binding, when the Joint Committee on Printing orders it.
When Congress orders a document or report to be printed, and section 1107 of this title says its cost cannot properly be charged to another appropriation or allotment of an appropriation already made, the cost must be charged to Congress’s allotment of the appropriation for printing and binding if the Joint Committee on Printing orders that charge.
The cost of the printing of a document or report printed by order of Congress which, under section 1107 of this title, cannot be properly charged to another appropriation or allotment of appropriation already made, upon order of the Joint Committee on Printing, shall be charged to the allotment of appropriation for printing and binding for Congress.
