45 U.S.C. § 161 — Effect of partial invalidity of chapter

This is a standard severability clause. If any provision of this chapter, or its application to any person or circumstance, is held invalid — for example, by a court — that does not affect the rest of the chapter. It also does not affect how that same provision applies to other people or circumstances not covered by the ruling. Each part of the chapter can survive on its own, even if another part is struck down.
