This law tells the Secretary of Transportation to make agreements with other federal agencies so government-owned or government-generated cargo travels on marine highway routes when that's practical. It also directs the Secretary to work with shippers on short-term incentives to encourage using marine highway transportation.
(a) Memorandums of Agreement. The Secretary of Transportation must sign memorandums of understanding with other federal agencies, so that cargo owned by or created for the government gets shipped using a designated marine highway transportation* project, whenever that is practical and a route is available.
(b) Short-Term Incentives. The Secretary must talk with shippers and other people involved in moving freight, and come up with proposals for short-term incentives that encourage using marine highway transportation.
The Secretary of Transportation shall enter into memorandums of understanding with the heads of other Federal entities to transport federally owned or generated cargo using a marine highway transportation* project designated under section 55601 when practical or available.
The Secretary shall consult shippers and other participants in transportation logistics and develop proposals for short-term incentives to encourage the use of marine highway transportation.
