A charter under this chapter gives the charterer full control of the vessel, under usual bareboat terms. The Secretary sets the charter's length based on what best serves the government and merchant marine.
When the Secretary of Transportation charters a vessel* under this chapter, it is a demise charter — meaning the charterer takes full control of the vessel, subject to the usual conditions found in a bareboat charter.
The Secretary decides how long the charter lasts, choosing whatever term the Secretary believes best serves the interests of the United States Government and the merchant marine.
A charter by the Secretary of Transportation under this chapter shall demise the vessel* to the charterer subject to all usual conditions contained in a bareboat charter. The charter shall be for a term the Secretary considers to be in the best interest of the United States Government and the merchant marine.
