This subchapter defines “United States” to include all United States-jurisdiction territory and waters, and defines its territorial waters by reference to a presidential proclamation.
(1) “United States” includes all continental or insular territory and waters under United States jurisdiction. (2) “Territorial waters of the United States” includes all territorial-sea waters described in Presidential Proclamation 5928 of December 27, 1988.
In this subchapter:
The term “United States” includes all territory and waters, continental or insular, subject to the jurisdiction of the United States.
The term “territorial waters of the United States” includes all waters of the territorial sea of the United States as described in Presidential Proclamation 5928 of December 27, 1988.
