This law limits an entire chapter of submarine-cable rules. Those rules only apply to cables that are covered by "the convention" — an international agreement referenced elsewhere in the law.
This section is short and does one thing: it limits how far the rest of this chapter reaches. The chapter's rules about cables apply only to cables that "the convention" — an international agreement the chapter does not define here — currently covers. If a cable falls outside that convention's coverage, this chapter's rules do not apply to it.
The provisions of this chapter shall be held to apply only to cables to which the convention for the time being applies.
