Goods entering the United States from Guam are subject to customs duty unless the law exempts them. Section 1301a-1 of title 19 supplies the applicable rule.
Every article coming into the United States from Guam is subject to customs duty, or exempt from it, as provided in section 1301a-1 of title 19.
All articles coming into the United States from Guam shall be subject to or exempt from duty as provided for in section 1301a 1 of title 19.
