This section lets each territorial legislature set certain local rules for electing a Delegate. Those rules include ballot order, special elections for vacancies, tie resolution, and other matters not expressly covered elsewhere in the section.
The legislature of each territory may decide the order of candidates’ names on the ballot for Delegate. It may decide how to hold a special election to fill a Delegate vacancy and how to resolve ties between Delegate candidates. It may also decide other locally applicable matters about the Delegate’s election and office, unless this section expressly provides otherwise.
The legislature of each territory may determine the order of names on the ballot for election of Delegate, the method by which a special election to fill a vacancy in the office of Delegate shall be conducted, the method by which ties between candidates for the office of Delegate shall be resolved, and all other matters of local application pertaining to the election and the office of Delegate not otherwise expressly provided for herein.
