This section defines “schoolbus” and “schoolbus equipment.” It requires safety standards covering listed schoolbus features and allows the Secretary to require manufacturer test-driving before a schoolbus enters commerce.
(a) Definitions
(1) “Schoolbus” means a passenger motor vehicle designed to carry a driver and more than 10 passengers that the Secretary of Transportation decides is likely to be used significantly to carry preprimary, primary, or secondary school students to or from school or a school-related event.
(2) “Schoolbus equipment” means equipment made mainly for a schoolbus, or made or sold to replace or improve a schoolbus system, part, or component, or as a schoolbus accessory or addition.
(b) Standards
The Secretary shall set motor-vehicle safety standards for schoolbuses and schoolbus equipment made in or imported into the United States. The standards shall include minimum performance requirements for emergency exits; occupant interior protection; floor strength; seating systems; crashworthiness of the body and frame, including rollover protection; vehicle operating systems; windows and windshields; and fuel systems.
(c) Test Driving by Manufacturers
The Secretary may require by regulation that a manufacturer test-drive a schoolbus before introducing it into commerce.
In this section—
“schoolbus” means a passenger motor vehicle designed to carry a driver and more than 10 passengers, that the Secretary of Transportation decides is likely to be used significantly to transport preprimary, primary, and secondary school students to or from school or an event related to school.
“schoolbus equipment” means equipment designed primarily for a schoolbus or manufactured or sold to replace or improve a system, part, or component of a schoolbus or as an accessory or addition to a schoolbus.
The Secretary shall prescribe motor vehicle safety standards for schoolbuses and schoolbus equipment manufactured in, or imported into, the United States. Standards shall include minimum performance requirements for—
emergency exits;
interior protection for occupants;
floor strength;
seating systems;
crashworthiness of body and frame (including protection against rollover hazards);
vehicle operating systems;
windows and windshields; and
fuel systems.
The Secretary may require by regulation a schoolbus to be test-driven by a manufacturer before introduction in commerce.
