Congress wants states to inspect used cars to keep roads safe. This law tells the Secretary of Transportation to set nationwide safety standards for used vehicles, written in terms of how well they perform, not how they're built.
This section states a national policy: the government wants states to inspect used cars, and wants that inspection effort to be strong and ongoing. To support that goal, the Secretary of Transportation must set uniform motor vehicle safety standards that apply to all used vehicles, not just new ones. These standards must be written as performance standards — meaning they describe how well a vehicle must perform, such as how it protects people in a crash, rather than dictating a specific design or part.
To ensure a continuing and effective national safety program, it is the policy of the United States Government to encourage and strengthen State inspection of used motor vehicles. Therefore, the Secretary of Transportation shall prescribe uniform motor vehicle safety standards applicable to all used motor vehicles. The standards shall be stated in terms of motor vehicle safety performance.
