49 U.S.C. § 41311 — Gambling restrictions

Air carriers cannot install, transport, or run gambling devices on aircraft flying in foreign air transportation, or let others use them. A "gambling device" is a machine — including a gambling app on an interactive video system — that can pay out money or property based on chance.
(a) No gambling devices. An air carrier or foreign air carrier may not install, transport, operate, or allow the use of any gambling device on an aircraft in foreign air transportation.
(b) What counts as a "gambling device." This term means any machine or mechanical device — including gambling apps on electronic interactive video systems installed for passenger use — (1) that may pay out money or property based on chance when operated, or (2) whose operation may let a person become entitled to receive money or property based on chance.
An air carrier or foreign air carrier may not install, transport, or operate, or permit the use of, any gambling device on board an aircraft in foreign air transportation.
In this section, the term “gambling device” means any machine or mechanical device (including gambling applications on electronic interactive video systems installed on board aircraft for passenger use)—
which when operated may deliver, as the result of the application of an element of chance, any money or property; or
by the operation of which a person may become entitled to receive, as the result of the application of an element of chance, any money or property.
