49 U.S.C. § 60113 — Customer-owned natural gas service lines

The Secretary had to set rules for gas operators that don't maintain customer-owned service lines. Operators must tell customers how to maintain their lines. They must also warn customers about the dangers of skipping maintenance.
By October 24, 1993, the Secretary of Transportation had to set standards for operators of natural gas distribution pipelines that don't maintain the customer-owned service lines running up to a building's walls. Those standards require the operator to advise customers about: (1) what's required to maintain those lines; (2) any resources the operator knows about that could help customers do that maintenance; (3) any operating and maintenance information the operator has that could help the customer; and (4) the potential dangers of not maintaining the lines.
Not later than October 24, 1993, the Secretary of Transportation shall prescribe standards requiring an operator of a natural gas distribution pipeline that does not maintain customer-owned natural gas service lines up to building walls to advise its customers of—
the requirements for maintaining those lines;
any resources known to the operator that could assist customers in carrying out the maintenance;
information the operator has on operating and maintaining its lines that could assist customers; and
the potential hazards of not maintaining the lines.
