5 U.S.C. § 13102 — Administration of provisions

(a) In General — This subchapter is run by three different groups, depending on who the officer or employee is. (1) For officers and employees covered by section 13103(f), paragraphs (1) through (8) — that includes the President, Vice President, and most executive branch officials — the rules are run by the Director of the Office of Government Ethics, the agency's designated ethics official, or the Secretary concerned, whichever fits. (2) For officers and employees covered by section 13103(f), paragraphs (9) and (10) — Members of Congress and congressional staff — the Senate's Select Committee on Ethics and the House's Committee on Ethics run the rules. (3) For officers and employees covered by section 13103(f), paragraphs (11) and (12) — judicial officers and judicial employees — the Judicial Conference runs the rules. (b) Delegation by Judicial Conference — The Judicial Conference may hand off any of its authority under this subchapter to an ethics committee that the Judicial Conference itself sets up.
