An agency may pay for an employee’s academic degree training when it meets specified agency, planning, and accreditation requirements. The agency must consider workforce representation and performance, impose several limits, and facilitate online degree training when practicable.
(a) Subject to (b), an agency may select and assign an employee to academic degree training and pay or reimburse its costs from available funds if the training: (1) significantly helps (A) meet an identified training need, (B) solve an identified staffing problem, or (C) accomplish an agency strategic-plan goal; (2) is part of a planned, systematic, coordinated employee-development program linked to strategic goals; and (3) is accredited and provided by a college or university accredited by a nationally recognized body. (b) In using this authority, the agency must: (1) consistent with the specified merit principles, consider the need to (A) maintain a balanced workforce appropriately representing women, racial and ethnic minorities, and people with disabilities, and (B) provide effective education and training to improve organizational and individual performance; (2) ensure the training is not solely to let an employee obtain a degree or qualify for a position for which the degree is a basic requirement; (3) ensure the authority is not used for an employee holding or seeking (A) a noncareer Senior Executive Service appointment or (B) a position excepted from competitive service because of its confidential policy-determining, policy-making, or policy-advocating character; and (4) facilitate online degree training as much as practicable.

maintain a balanced workforce in which women, members of racial and ethnic minority groups, and persons with disabilities are appropriately represented in Government service; and
provide employees effective education and training to improve organizational and individual performance;

a noncareer appointment in the senior Executive Service; or

to the greatest extent practicable, facilitate the use of online degree training.
