The Office of Personnel Management must issue and may revise training regulations after considering agency needs. The regulations cover program coordination, selection, evaluation, reporting, payments, and related matters, but not the details of intra-agency training.

(a) After considering each agency’s training needs and consulting principally concerned agencies, the Office must issue regulations stating principles, standards, and requirements for employee-training programs and plans, including coordination and reasonable uniformity. The regulations must require information about each agency’s training activities and other information needed for Presidential supervision and congressional review. They must cover (1) determining and continually reviewing training needs; (2) program scope and conduct; (3) selecting and assigning employees; (4) using trained employees; (5) evaluating results and effects; (6) exchanging information among agencies; (7) agency reports on results, effects, savings, and estimated training costs; (8) payment and reimbursement requirements and limits under section 4109; and (9) other matters the Office finds appropriate or necessary. (b) The Office may revise, supplement, or abolish these regulations and issue more. (c) This section does not authorize the Office to prescribe intra-agency training types or methods or regulate its details.
