5 U.S.C. § 8907 — Information to individuals eligible to enroll

This law requires OPM to inform people about their federal health plan choices. OPM must give eligible individuals enough information, reviewed by the carrier, to choose wisely among plans. Each enrollee also gets a document explaining benefits, how to use them, and plan rules.
(a) OPM must make available to each individual eligible to enroll in a chapter health plan whatever information is needed to let them make an informed choice among the plan types described in sections 8903 and 8903a — in a form OPM finds acceptable, after consulting the carrier.
(b) Every enrollee in a health plan must be given a document that sets out or summarizes: (1) the services or benefits — including maximums, limitations, and exclusions — that the enrollee, or the enrollee and any eligible family members, are entitled to; (2) the procedure for obtaining those benefits; and (3) the plan's main provisions that affect the enrollee and any eligible family members.
The Office of Personnel Management shall make available to each individual eligible to enroll in a health benefits plan under this chapter such information, in a form acceptable to the Office after consultation with the carrier, as may be necessary to enable the individual to exercise an informed choice among the types of plans described by sections 8903 and 8903a of this title.
Each enrollee in a health benefits plan shall be issued an appropriate document setting forth or summarizing the—
services or benefits, including maximums, limitations, and exclusions, to which the enrollee or the enrollee and any eligible family members are entitled thereunder;
procedure for obtaining benefits; and
principal provisions of the plan affecting the enrollee and any eligible family members.
