50 U.S.C. § 2453 — Future-years nuclear security program

(a) Submission. Each year around the President's budget submission, the Administrator must send Congress a future-years nuclear-security program, including annexes, showing estimated expenditures and proposed appropriations in the budget. It must cover the budget fiscal year and at least the next four fiscal years. (b) Elements. The program must include (1) detailed descriptions of program elements and associated projects, activities, and construction for the five-year period, including (A) defense programs—directed stockpile work, campaigns, technical-base and facilities readiness, and secure transportation assets; (B) defense nuclear nonproliferation—nonproliferation and verification research and development, arms control, and fissile-materials disposition; and (C) naval-reactor operations and maintenance; (2) proposed budget authority, estimated expenditures, and proposed appropriations for each element; (3) a detailed explanation of how funds for each element in each year will help keep the nuclear stockpile safe and reliable under 50 U.S.C. § 2522(a); and (4) expected workload requirements for each Administration site. (c) Consistency. (1) The Administrator must ensure that amounts in paragraph (2)(A) for each year match amounts in (2)(B). (2) These are (A) amounts in the Administrator's program and budget information supporting expenditure estimates and proposed appropriations in the President's budget, as shown in the program, and (B) total estimated expenditures and proposed appropriations needed for Administration programs, projects, and activities included under 31 U.S.C. § 1105(a)(5). (d) Management contingencies. This section does not prohibit including management-contingency amounts, subject to (c).
