Congress can approve whatever money it decides is needed. This money lets the Secretary carry out this chapter's rules.
Congress may authorize, from time to time, whatever amount of money it decides is necessary. That money is meant to let the Secretary carry out this chapter.
There are authorized to be appropriated such sums as the Congress may from time to time determine to be necessary to enable the Secretary to carry out the provisions of this chapter.
