50 U.S.C. § 98h–2 — Reports

(a) The Stockpile Manager must give the Board an Annual Materials and Operations Plan for the coming year. (b)(1) By February 15 each fiscal year, the Stockpile Manager must send the congressional defense committees an Annual Operations and Materials Plan covering: (A) foreign and domestic material purchases made the previous fiscal year; (B) barter acquisitions and disposals made that fiscal year; (C) efforts to encourage conservation, substitution, and development of strategic and critical materials; (D) research and development activities done under section 98g; (E) the financial status of the Transaction Fund, expected appropriations to it, and expected spending from it during the current fiscal year; (F) other information Congress needs to judge how well the program is working; (G) an annual materials plan covering the next fiscal year and the four after it, including planned Fund spending and expected disposal receipts, with (i) details of planned spending and expected receipts for that period, (ii) details of materials development and research projects planned using Fund money under section 98h(b)(2)(G), and (iii) for each such project, the planned spending amount, the material to be developed, its potential military or defense uses, and the research methods to be used; (H) a rule about timing: any spending or disposal detailed in an annual plan, or proposed under section 98d(a)(2), that doesn't get obligated or carried out that fiscal year cannot be obligated or carried out later unless it's resubmitted in a later annual plan or resubmitted to Congress under section 98d(a)(2); and (I) a summary of the pilot program under section 98e(g)(1), including (i) which commercial best practices were chosen, (ii) how they were chosen, (iii) how they were used the year before the briefing, (iv) the outcome each time, and (v) any savings or lessons learned. (b)(2) The Board must write its own report to go along with the report in paragraph (1). That report must describe the Board's work carrying out the duties listed in section 98h–1(c).
