NASA must align its aeronautics research with national priorities. This is on top of the initiative in section 40702. NASA must also involve more outside groups, especially universities.
On top of pursuing the research and development initiative in section 40702, NASA's Administrator* must -- as much as available funding allows -- align the fundamental aeronautics research program with the high-priority technology challenges identified in the National Academies' Decadal Survey of Civil Aeronautics. The Administrator must also work to get more outside organizations, especially universities, involved in that research program.
In addition to pursuing the research and development initiative described in section 40702 of this title, the Administrator* shall, to the maximum extent practicable within available funding, align the fundamental aeronautics research program to address high priority technology challenges of the National Academies’ Decadal Survey of Civil Aeronautics, and shall work to increase the degree of involvement of external organizations, and especially of universities, in the fundamental aeronautics research program.
