submitted 16 years ago by Pub. L. 111-314 to r/title-51-NATIONAL-AND-COMMERCIAL-SPACE-PROGRAMS · 142 words · no verdicts yet

in plain englishAI-generated · not legal advice

NASA must run a program that trades technology, products, and intellectual property with private companies. NASA must put at least as much effort into sharing its own technology with businesses as into using business technology itself. NASA must give 45 days' notice before changing how its technology-transfer offices are organized.

(a) In General. NASA's Administrator must run a commercial technology transfer program. Its goal is exchanging services, products, and intellectual property between NASA and private companies. The program must put at least as much weight on "spinning out" — sending NASA technology to private companies — as on using private companies' technology at NASA. The program must benefit NASA, the domestic economy, and researchers, while still protecting national security. (b) Program Structure. If the Administrator wants to change how NASA's technology transfer and commercialization offices are organized — as that structure existed on December 30, 2005 — program participants must get at least 45 days' notice first.
