The Administrator must create a demonstration program giving out vouchers. The vouchers pay for commercial launch and payload integration services for NASA-funded payloads. The Administrator can also help voucher recipients with contracts and technical support.
(a) Requirement To Establish Program. The Administrator* must set up a demonstration program. This program awards vouchers that pay for commercial* launch services* and payload integration services*. The vouchers are for launching payloads that the Administration* funds.
(b) Award of Vouchers. The Administrator awards these vouchers to appropriate individuals as part of grants the Administration already gives out. The vouchers help launch*: (1) payloads headed for suborbital trajectories; and (2) small payloads headed for orbit.
(c) Assistance. The Administrator may give voucher recipients extra help. This can include help forming contracts and technical support while evaluating proposals. The goal is to make sure recipients buy commercial launch and payload* integration services that are cost effective* and reasonably reliable.
The Administrator* shall establish a demonstration program to award vouchers for the payment of commercial* launch services* and payload integration services* for the purpose of launching payloads funded by the Administration*.
The Administrator shall award vouchers under subsection (a) to appropriate individuals as a part of grants administered by the Administration for the launch* of—
payloads to be placed in suborbital trajectories; and
small payloads to be placed in orbit.
The Administrator may provide voucher award recipients with such assistance (including contract formulation and technical support during the proposal evaluation) as may be necessary to ensure the purchase of cost effective* and reasonably reliable commercial launch services and payload* integration services.
