51 U.S.C. § 70103 — Commercial payloads on space launch system

(a) “Launch vehicle” means a vehicle built to operate in outer space or put a payload there. “Payload” means an object someone undertakes to put into outer space by a launch vehicle, including launch-vehicle parts specifically designed or adapted for that object. This section does not otherwise define the quoted terms. (b) A commercial payload may not be accepted as a primary Space Launch System^* payload unless the Administrator^* determines that the payload requires the system’s unique capabilities or that launching it on the system is important for national security or foreign policy.
