This section addresses tasks of commission. It sets the rules stated in the explanation.
As far as possible, the Commission* must investigate the incident*; determine its cause; identify every contributing factor; recommend corrective actions; provide other important findings or recommendations, whether related to the incident or not; and prepare a report for Congress, the President, and the public.
A Commission* established pursuant to this chapter shall, to the extent possible, undertake the following tasks:
Investigate the incident*.
Determine the cause of the incident.
Identify all contributing factors to the cause of the incident.
Make recommendations for corrective actions.
Provide any additional findings or recommendations deemed by the Commission to be important, whether or not they are related to the specific incident under investigation.
Prepare a report to Congress, the President, and the public.
