Anyone, election officer, custodian, or not, who willfully steals, destroys, hides, damages, or alters election records that section 20701 requires to be kept, can be fined up to $1,000, imprisoned up to one year, or both.
Any person, whether or not they're an election officer or custodian, who willfully steals, destroys, conceals, mutilates, or alters a record or paper that section 20701 requires to be retained and preserved, can be fined up to $1,000, imprisoned up to one year, or both.
Any person, whether or not an officer of election* or custodian, who willfully steals, destroys, conceals, mutilates, or alters any record or paper required by section 20701 of this title to be retained and preserved shall be fined not more than $1,000 or imprisoned not more than one year, or both.
