54 U.S.C. § 100503 — Five-year strategic plans

(a) Strategic and Performance Plans. Each System unit^* must prepare a 5-year strategic plan and an annual performance plan, and make both available to the public. These plans must match the goals and policies in the Service's overall strategic plan, which is prepared under section 306 of title 5.

(b) Annual Budget.
(1) In general. As part of the annual performance plan, after the unit receives its share of money from the Operations of the National Park System^* account — and no later than January 1 each year — the unit's superintendent must put together a budget for that year and make it public.
(2) Contents. The budget must show:
(A) how much funding goes to protecting resources (including resource management), to visitor services (including maintenance, interpretation, law enforcement, and search and rescue), and to administration; and
(B) how all fee money kept from that year — including special use permits, concession franchise fees, and recreation use and entrance fees — is divided among those same three categories.
