54 U.S.C. § 100502 — General management plans

The Director must write and update a management plan for each national park unit. Every January 1, the Secretary reports to Congress on the status of these plans. Each plan must cover resource protection, development plans, visitor limits, and possible boundary changes.
The Director* must prepare and update, in a timely way, a general management plan for preserving and using each System unit*, including units within the national capital area. Every January 1, the Secretary* must send Congress a list showing how complete or up to date each unit's plan is.
Each unit's general management plan must include:
(1) steps to preserve the unit's resources;
(2) what kinds and how much development are planned — including how visitors will move around and get to the park — along with where development will happen, when, and its expected cost;
(3) a determination of how many visitors each part of the unit can handle, plus commitments for putting that limit into practice; and
(4) any possible changes to the unit's outer boundaries, and the reasons for those changes.
General management plans for the preservation and use of each System unit*, including areas within the national capital area, shall be prepared and revised in a timely manner by the Director*. On January 1 of each year, the Secretary* shall submit to Congress a list indicating the current status of completion or revision of general management plans for each System* unit. General management plans for each System unit shall include—
measures for the preservation of the area’s resources;
indications of types and general intensities of development (including visitor circulation and transportation patterns, systems, and modes) associated with public enjoyment and use of the area, including general locations, timing of implementation, and anticipated costs;
identification of and implementation commitments for visitor carrying capacities for all areas of the System unit; and
indications of potential modifications to the external boundaries of the System unit, and the reasons for the modifications.
