A special revolving fund pays for building, running, and maintaining commercial visitor facilities and for paying concessioners back for their capital improvements. Money from contracts under this subchapter flows into the fund, and it can't be used in a way that cuts services to the public.
(a) Revolving Fund. This subsection creates a revolving fund. The Secretary* can use it without being limited to a single fiscal year, for two purposes: (1) expenses needed to manage, improve, enhance, operate, build, and maintain commercial visitor services and facilities; and (2) paying possessory interest and leasehold surrender interest to concessioners.
(b) Collection of Funds. (1) Money the Secretary collects under contracts awarded through this subchapter is credited to the revolving fund. (2) The Secretary may also transfer other funds or revenue related to this subchapter's functions into the fund, without needing to be reimbursed for them.
(c) Use of Funds. Money in the revolving fund must be used by the Secretary to further the purposes of this title. None of this money can be used in a way that reduces the services and programs available to the public.
There is established a revolving fund that shall be available to the Secretary* without fiscal year limitation for—
expenses necessary for the management, improvement, enhancement, operation, construction, and maintenance of commercial visitor services and facilities; and
payment of possessory interest and leasehold surrender interest.
Funds collected by the Secretary pursuant to the contracts awarded under this subchapter shall be credited to the revolving fund.
The Secretary is authorized to transfer to the revolving fund, without reimbursement, any additional funds or revenue in connection with the functions to be carried out under this subchapter.
Amounts in the revolving fund shall be used by the Secretary in furtherance of the purposes of this title. No funds from this account may be used to decrease the availability of services and programs to the public.
