The Secretary can let outside researchers use national park units for scientific study. A request is only approved if the study follows the law and won't harm park resources or visitors' enjoyment. The Secretary can also waive entrance fees for researchers and set up benefit-sharing deals with researchers and industry.
(a) In General. The Secretary* may ask for, accept, and consider requests from federal or non-federal, public or private agencies, organizations, individuals, or other groups who want to use a System unit* for scientific study.
(b) Criteria. The Secretary can only approve a request if the proposed study (1) follows the applicable laws and Service* management policies, and (2) will be done in a way that poses no threat to the unit's resources or to the public's enjoyment of those resources.
(c) Fee Waiver. The Secretary may waive any admission or recreational use fee at a unit to help make a scientific study possible.
(d) Benefit-Sharing Arrangements. The Secretary may negotiate and enter into fair, efficient arrangements to share benefits with the research community and private industry.
The Secretary* may solicit, receive, and consider requests from Federal or non-Federal public or private agencies, organizations, individuals, or other entities for the use of any System unit* for purposes of scientific study.
A request for use of a System* unit under subsection (a) may be approved only if the Secretary determines that the proposed study—
is consistent with applicable laws and Service* management policies; and
will be conducted in a manner that poses no threat to the System unit resources or public enjoyment derived from System unit resources.
The Secretary may waive any System unit admission or recreational use fee in order to facilitate the conduct of scientific study under this section.
The Secretary may negotiate for and enter into equitable, efficient benefit-sharing arrangements with the research community and private industry.
