The Secretary must run a program that inventories and monitors park resources. This creates baseline data and tracks long-term changes, and it must be built together with other federal monitoring efforts to keep costs down.
The Secretary* must run a program that takes inventory of, and monitors, System* resources. This program creates baseline information and tracks long-term trends in how those resources are doing. The Secretary must develop this monitoring program together with other federal monitoring and information-gathering efforts, so the approach stays cost-effective.
The Secretary* shall undertake a program of inventory and monitoring of System* resources to establish baseline information and to provide information on the long-term trends in the condition of System resources. The monitoring program shall be developed in cooperation with other Federal monitoring and information collection efforts to ensure a cost-effective approach.
